Sea-floor spreading, such as happens under the Atlantic Ocean, is the result of a rising convection cell in the mantle.

Where there is a descending convection cell, plates are pulled together and either rise up to build mountain ranges or else one plates dives under the other to form a deep ocean trench (as in the Pacific Ocean).
