Here are some things to get you started with LaTeX.

In Windows MikTeX is the LaTeX version available. You can get it here.
Miktex.Org

You will also need gscript and gsview (Ghostscript and Ghostview) in order to use LaTeX. You can find these at:

And finally you will need a LaTeX editor. LED is a free editor and is found at:
LED Latex Editor
